Police Vs civilian

There was drama today Wednesday 2nd of November 2011, in Kyenjojo town, where a certain police woman fought with a female tailor while other two police men were just watching them fight with out intervening. This was really shocking where every one at the scene was surprised. The fight went on for some time not until the female tailor defended her self by giving a big slap to the police woman. In this case, who should have protected the other?
